D\u00e9finitions et niveaux<\/h1><p>Un <strong>Project Management Office (PMO)<\/strong> est une entit\u00e9 organisationnelle charg\u00e9e de <strong>d\u00e9finir, maintenir et garantir l\u2019application des standards et pratiques de gestion de projet<\/strong>. Son p\u00e9rim\u00e8tre peut varier : il peut se limiter \u00e0 un r\u00f4le de support ou aller jusqu\u2019\u00e0 exercer des responsabilit\u00e9s <strong>de contr\u00f4le ou de direction directe des projets<\/strong>.<\/p><h2>\u00a0<\/h2><h2>Typologies de PMO<\/h2><p>La litt\u00e9rature distingue g\u00e9n\u00e9ralement trois grands types de PMO :<\/p><p><strong>PMO de support (Supportive PMO)<\/strong><br \/>Fournit des <strong>mod\u00e8les, bonnes pratiques, mentoring et assistance m\u00e9thodologique<\/strong>, avec un niveau de contr\u00f4le relativement faible.<\/p><p><strong>PMO de contr\u00f4le (Controlling PMO)<\/strong><br \/>Exige la <strong>conformit\u00e9 aux standards, m\u00e9thodologies et r\u00e8gles de gouvernance<\/strong> de l\u2019organisation.<\/p><p><strong>PMO directif (Directive PMO)<\/strong><br \/>G\u00e8re directement les projets, <strong>attribue les ressources<\/strong> et dispose d\u2019une <strong>autorit\u00e9 d\u00e9cisionnelle forte<\/strong>.<\/p><p>\u00a0<\/p><p>Ces cat\u00e9gories ne sont pas fig\u00e9es : les PMO \u00e9voluent souvent avec le temps en fonction du <strong>niveau de maturit\u00e9 organisationnelle<\/strong>, et peuvent combiner plusieurs caract\u00e9ristiques.<\/p><h1>\u00a0<\/h1><h1>Fonctions et responsabilit\u00e9s cl\u00e9s d\u2019un PMO<\/h1><p>D\u2019apr\u00e8s les meilleures pratiques et les recherches empiriques r\u00e9centes, un PMO efficace doit assurer plusieurs fonctions essentielles :<\/p><ul><li><p><strong>Gouvernance des projets<\/strong> et standardisation des m\u00e9thodologies<\/p><\/li><li><p><strong>Support op\u00e9rationnel aux \u00e9quipes projet<\/strong><\/p><\/li><li><p><strong>Suivi des performances<\/strong> (d\u00e9lais, co\u00fbts, p\u00e9rim\u00e8tre, risques)<\/p><\/li><li><p><strong>Gestion des ressources et des priorit\u00e9s multi-projets<\/strong><\/p><\/li><li><p><strong>Reporting et transparence aupr\u00e8s de la direction<\/strong><\/p><\/li><li><p><strong>Suivi de la cr\u00e9ation de valeur et des b\u00e9n\u00e9fices des projets<\/strong><\/p><\/li><\/ul><h1>\u00a0<\/h1><h1>Organisation d\u2019un PMO : structure et gouvernance<\/h1><p>La mani\u00e8re dont un PMO est structur\u00e9 influence fortement son efficacit\u00e9.<\/p><p>\u00a0<\/p><h2>1. Positionnement et autorit\u00e9<\/h2><p><strong>Ligne hi\u00e9rarchique<\/strong><br \/>Le PMO doit g\u00e9n\u00e9ralement \u00eatre rattach\u00e9 \u00e0 la <strong>direction g\u00e9n\u00e9rale ou au niveau C-level<\/strong>, afin de disposer de visibilit\u00e9 et de l\u00e9gitimit\u00e9.<\/p><p><strong>Autorit\u00e9 d\u00e9cisionnelle<\/strong><br \/>Les pouvoirs de gouvernance, d\u2019allocation des ressources et d\u2019application des standards doivent \u00eatre clairement d\u00e9finis.
